Dennis W. Montoya, a noted New Mexico Civil Rights attorney, announces his candidacy for New Mexico Court of Appeals, Position 2. Mr. Montoya, a Democrat, is from Lucero, Mora County, New Mexico, where he grew up on a small cattle ranch. He is married to Jean M. Torres-Montoya of Albuquerque, New Mexico, and they are the parents of two lovely daughters. Mr. Montoya attended Mora Independent Schools, Menaul High School in Albuquerque, and New Mexico Highlands University in Las Vegas, New Mexico. From 1975 to 1977, Mr. Montoya attended the University of Washington School of Medicine in Seattle, Washington. He entered the University of New Mexico School of Law in 1982, where he served on the staff of the Law Review. He was a winner of the New Mexico Trial Lawyers writing competition in 1985 for an article concerning “Bystander Liability” under Ramirez vs. Armstrong. Mr. Montoya worked as a Reginald Heber-Smith Fellow for the Legal Aid Society of Albuquerque, a Staff Attorney for the New Mexico Court of Appeals, a felony trial attorney for the New Mexico Public Defender Department, a Deputy District Attorney/Senior Trial Prosecutor for the Fourth Judicial District Attorney’s Office, and a Staff Attorney/Pro-Se Law Clerk for the United States District Court for the District of New Mexico. From 1992 until 1995, Mr. Montoya served as Court Administration Specialist for the Panama Improved Administration of Justice Project, a United States Agency for International Development project in the Republic of Panama. He returned to the United States in 1996, and opened his private practice in Albuquerque.
