Cyber Attack
04 Dec 2025 • Westminster City Council: Westminster Council cyber attack

Westminster City Council has revealed which services have been impacted in the cyber attack that took place last month, and has issued advice to residents who need to contact the council. The council says it is still responding to the breach of its computer system and although services are running, residents should expect some disruption and delays. In an update on 4 December , the council shared information about areas of its responsibility which are currently being impacted by the attack, and has provided alternative arrangements to get around the problems. The council has listed around a dozen categories of areas affected, including rent and council tax payments, children’s services, committee papers and decisions, licensing, waste and recycling, and libraries. It said it is prioritising critical services, especially for vulnerable residents. Westminster City said restoring systems safely was a “complex process” and that it would take “several weeks” for a full return to business as usual. Kensington and Chelsea, which was also affected, says it will take months to return to normal. Westminster City Council: Key service updates for residents following cyber incident. Major Cyber Attack on Tri-Borough London Councils' Shared Commuter System

Westminster City Council, alongside Kensington and Chelsea and Hammersmith and Fulham, was struck by a **major cyber attack** targeting their shared IT systems under a tri-borough arrangement. The breach was detected on **24 November**, prompting immediate coordination with the **National Cyber Security Centre (NCSC)** and cyber incident experts to isolate affected systems, protect data, and restore critical services. While core public services remain operational, **disruptions persist**, including delays in responses and service delivery, particularly for vulnerable residents. The attack’s scope suggests potential compromise of sensitive municipal data, though no explicit data theft (e.g., personal or financial records) has been confirmed. The **Met Police’s Cyber Crime Unit** is investigating, with no arrests made. The incident underscores risks to **local government infrastructure**, with cascading effects on interdependent boroughs relying on shared IT resources. Recovery efforts prioritize system stabilization and minimizing public inconvenience, though long-term impacts on data integrity or operational resilience remain unclear.
